West Lothian Council has commenced a review of its Local Development Plan. This is a document produced by West Lothian Council, as planning authority, that identifies land within the Council area to meet future development needs for uses including housing and employment. It also contains a series of planning policies on topics such as housing, employment, transport, the environment and tourism. It will set the planning policy framework for West Lothian for the next ten years. Together with a document called National Planning Framework 4, produced by the Scottish Government, it is the document that the Council uses as a basis to determine every planning application made in West Lothian. Information on the Council LDP review process can be found here.
The Local Development Plan review goes through several stages. As part of that, West Lothian Council intends to start a “Call for Ideas” public consultation shortly. Winchburgh Developments Limited and Hopetoun Estates will make a joint response to that consultation promoting additional land allocations for housing-led mixed use development around Winchburgh beyond the boundary of the current planning permission / masterplan area.
The boards form part of a community information sharing exercise undertaken by Winchburgh Developments Limited and Hopetoun Estates during September 2024 and set out the context and rationale for the land to be promoted to the Council through its review process.
